The voice lines eventually get a charm to them as time goes on though. GTA 3: Give me a doughnut i'm hungry, I'm so happy I could sh*t aannnd in the navy GTA V just makes you double take on "wtf did he just say?" Maybe they purposely made the A.I conversations to sound farfetched? (doubt that due to console limitations) As for the enemies, I think it's quite funny, especially the rednecks and the professionals. And also, almost everyone always curses at you. In fact, Lazlow Jones has explained that they get these guys in to record the gang characters because they didn't want a goofy Hollywood actor who went to a fancy school trying to be a hard gang member. I personally find it pretty "authentic". Gangsters in V sound stupid anyway. Real or not. Have you heard Marabuntas? The way they speak is legit Salvadorean argot, with Vagos they used Guatemalan and chicanos, every ped has its own voice and lines according to its ethnic group, man. The detail R* placed on the lines is f*cking amazing. Not to mention the accent of each group is according to the culture they proceed from. I think the voice acting is great. Yes they appear there at night time. the marabunta have a chance of spawning at the weed farm in grape seed and you can steal their weed.
