Here are my reasons

1. Low level players can't buy sh*t, at least high level player have stuff they can't afford to drool over

2. Money glitches are a lot easier, much more efficient, more effective than any rp glitch I have seen in a while.

High rank with low money, because if you're a rank 22 with 5 million, and you spend it all on apartments, Zentornos, Airplanes, etc. you're still going to be a level 22. And once you spend all your cash, you're gonna be as poor as the rank 122 with 500 dollars. Difference is, the rank 122 will kick the rank 22's @ss anyday.

High rank, low cash. Easy to make money through missions and whatnot, and once you're up to a high level chances are you have a lot of what you want already. My money tends to go mostly on ammo and whatnot now, if you don't count the times I randomly splash out on a new car/upgrades, and hammering out a few missions for an hour or so sorts me out for a while.

 

Granted, I'm only level 47, but I still know what I'd choose. When I first started playing I ended up having a millions and millions rained upon me from some glitcher dude, so I've done the low-level, high-cash way of things - it's only fun for a certain amount of time. Gets old pretty quick. Would rather work my way up to better weapons and more experience.
