The fact that it is a usual response is irrelevant, because if there was a delay in the works, Rockstar support employees would not have permission to answer these questions so liberally and directly. R* did the same thing until the very last moment back in January 2013. "GTA V is coming this Spring for Xbox 360 and PS3. blabla newswire blabla stay tuned.". But hey, I'm staying positive. V was already announced for the platform by Rockstar, so a cancellation is virtually impossible. Just take a look at the build logs that can be found on the PS3 version. PC is referenced hundreds of times between June 2012 and August 2013. They have been actively testing the game on the PC for over a couple of years now. And who knows when the actual development of it started. Do you think they would cancel all that work after having put millions of dollars into it? If it wasn't for the PC version, next-gen probably would not even exist - or, at least, it wouldn't be as much of an upgrade as it is now, let alone as polished and optimized.
