Perhaps on 6 stars you'd get tank roadblocks on freeways, and the army assisting the police in crusaders/barracks trucks, and 7 stars would be the addition of a couple of SWAT/NOOSE Buzzards out to eliminate you at any cost. 8 stars there's a team of P-996 Lazers on your ass too! (lol jk) This would provide a real challenge even for experienced players, and give the game that extra sense of action when you've been causing chaos on the streets. Add a sandbox mode like you said and do what the OP wants, I mean the real limiting factors is R* themselves and others who don't want this. I enjoyed messing with friends with & without cops in GTA IV: TBOGT. Perhaps they'll deliver on the new consoles. & Menace...hell yeah! Also the tanks could use the rocket/gun but with poor AI aim or something.. Just hypothesizing, would be great to see the army chasing you after you've robbed a bank/string of stores or something.
