Didnt rockstar add a feature where they wouldnt call you again if you did what they wanted for once.. I havent received a single call in months

nobody calls me because npcs stop calling you to advice some action when you complete this action.

Dom. After that initial call out of nowhere to unlock parachute missions, he has no use other that to bug the player if he hasn't played parachute missions at least once. Then he just takes up a space in the contacts.

 

Also if a phone contact bothers you just use their service once and they will stop.
