But seems incredibly unlikely when you said "problem with next gen development" The only reason we'd see a PS4 release before a PC release is because of an exclusive deal with Rockstar and Sony. There is no official confirmation that one of the releases is coming later than the other two or vice versa, and there is also no confirmation that there will be a delay to begin with. Everything so far indicates that the fall release window is still on its track - the fact that Take-Two's projections haven't changed in at least four months, Microsoft pointing out the fall release at Gamescom and Rockstar having indicated on twitter that PS4/Xbox One/PC version is coming this fall. It's not out of question, sure. Rockstar has a long history with their delays. There was not a single major release in the last seven or so years that wasn't delayed. However, one thing that makes the next-gen and PC version different than them is that they are the remastered edition of a game that already came out. There is still over a week left of August and there is September, so we will know for sure soon. Both that and the PS4 were held up while waiting for the XboxOne dev kits to be available to allow a simultaneous release. A delay is not impossible, but I think there has already been a big one. They don't because if they did that would have been explicitly stated. These scumbags are getting shadier and shadier with announcing exclusives and with GTA V things were a bit sketchy, what with them announcing it at a Sony press conference and with an edited version of the trailer that only shows PS4.
