Not all of them spawn when you need them the most, unless you wanna spend over 10+ minutes searching for it instead of calling them up to spawn it for you.

thats litterally the only plane ive never seen spawn, but ive not spent any time doing the same method with planes as i do with choppers cause planes are pretty much useless and all identical and if theres a Luxor ill take that and not care as the vestras not any better really and ill be wherever i wanna go was faster doing that than i would be if i switch planes repeatedly till it spawns if it ever even does, infact the only time i do the chopper trick is for a buzzard or a cargobob otherwise the same thing applies, whatevers there will serve my purposes for wanting one in the first place which is either to reach a roof or fast transport somewhere far away.
