NOT LYING every time I come out of my apartment at Alta St. THESE 2 VANS ARE ALWAYS AROUND MY HOUSE SOMEWHERE!

How's your character's mental state? Maybe this and the dead police-bodies in apartments are a psychosis the character experiences, because his mental state is "Psycho".
