Issue with selecting weapon in shootout.

I am having an issue with selecting/using a weapon while in cover. On multiple occasions, I have taken cover behind the counter of Ammunation as Trevor and held shootouts with the cops. After a few minutes, I end up with a glitch where Trevor repeatedly keeps switching weapons, making me unable to fire upon police. Even when I get up, he keeps switching weapons. So far, I don't know how to stop it, except let the police kill me and start over.

 

I haven't tried this with any other character or in any other interior. Does anyone else get this problem?
