Basically GTA Scotland. Hard to implement on the YOLO BLING sh*t here but fast cars and bikes, planes etc would all still work. Would be more gritty and serious i think though and ideally PLENTY of off roading and countryside to roam around in. People keep blowing it up and flying helicopters into it so how would it be different nuking a dick of a president that V's radio stations make him sound. I'll always stick by Atlanta though, I had a lot of fun there in real life, and it'd be cool to see in a GTA game. I'd also love to see a Bladerunner-esque sprawl of metropolis, absolutely full of police surveillance, and asshole robots that'll terror you apart for just looking at them funny. It has to have a large city as a main focus and maybe a suburban/rural area surrounding it. It has to be in either the USA or the UK, or pretty much any english speaking country to justify why everyone is speaking english. (or just do what Max Payne 3 did and have an english speaking protagonist that will pretty much force everyone around him/her to speak english) It has to be a well known or iconic city or else they wouldn't have anything good to parody without being obscure. So yeah, those are just the basic ground rules i think Rockstar follows and I don't know quite what cities fit that criteria. If you ask me, I say they just make their own city with iconic landmarks and areas from other cities making the ultimate parody/commentary on modern culture by just stuffing all the superficiality the world has in one city. Calm down" (and then probably stab you, steal your wallet and piss on your corpse). The NPCs would be easy. Rockstar would only need to make 1 model, for both male and female. Only wands. Dumby Dumbledore is the antagonist and Batman one of the bosses. Buy spell upgrades or automatic wands at Ammu Nation. Buy brooms and dragons online.
