But no, seriously, does it ever stop, then continues? Or just nonstop rain 24/7

IDK. It constantly rains in this game and even in single-player it rains a lot. Its really annoying.

It always rains every few days in-game while in reality it hardly ever rains in Southern California as far as I know. It's annoying and lame.

The weather is never the same for everybody in a session...found out this bombshell a while back...crazy...especially for handling..anyway, seriously OP, I thought the rain would never end but it did...just hang in there LOL
