Still don't think it was much more than a million though. They are dirt cheap and are easy to fix. Theres always a huge amount of stuff available. Unimogs, armored G500s, caterpillars, tracked and amphibious vehicles ect. You need the right licence and the like for stuff over a certain length or weight and the vehicles to be properly registered but that's about it. And like sivispacem says, you need a license class for vehicles because of weight or length ect. But besides that you can drive demilitarized armoured vehicles of just about any kind you want.
