It's a computer program that allows you to edit iFruit orders in a nutshell.

This allowing you to edit the plate text, allowing you infinite custom plates.

you can also just create a new social club account, all though you'll lose some things connected to the old one, like created content etc.

Nope. But green window tint and unlimited personal plates are worth it.

You can always use the Hazard Save editor and then SP2MP

I asked R* on their support site for a license plate reset and they did it for me in less than a day.

Is there any SPtoMP glitch that is currently working? Tried so many glitches. The last (and only) time one worked for me was like 4-5 months ago, and that's how I got my Jester.
