What if one of that character dies and complete the whole game and get a Character of your choice of "Niko Bellic" (Michael's Replacement) Or "Lamar" (Trevor's Replacement). I like how you run into Packie though, that was a nice touch. Any more references to its predecessor would have been overkill imo. Although the voice actor isn't exactly pals with R*, I don't think it'd be likely, which I'm glad about. IMO they should never have included Johnny, Ashley, Terry or Clay in the game at all. Seeing Packie and Rocco makes sense, but I kind of choose to ignore the presence of the others. I'd actually be massively disappointed if Niko appeared in GTA V. I certainly would hate seeing Niko got killed just because of R*'s way to show a character "This is me, a guy who killed another guy just to get ahead and being noticed" (I'm looking at you, Trevor). Although that was somewhat justifiable, Niko would seem like the person who would just want to settle down and chill after a hard life of crime. If you take him on a mission with packie, he would say something like "Just like old times, eh?". And that would be the extent of his role. That's where I would put him.
