Shouldn't the "Hooker Exploit" have curbed the RR Grind?

Even though the Hooker/Car Dupe Exploit only lasted for about a week, I think it's safe to say that a majority of people used it to bank millions, and millions of cash. Right or wrong, with many more people becoming instant millionaire's, shouldn't the need to grind Rooftop Rumble be down? In other words, joining a random mission should yield more than just RR, or even Coveted? I'm pretty set with cash without glitching at all, so I play missions mostly for fun. Even then, it's next to impossible to get anyone to join, and when they do, they instantly leave right away. Or is the GTA community really that greedy in which a bankroll of less than $25 million just will not suffice?

There's 2 people who play RR:

 

1.- Legit players to grind money and RP

2.- Glitchers to grind RP because money glitches yield no RP.

By average player I mean the player base that isn't part of forums like this one.
