I've seen cops chasing other NPCs online before. I believe it was an invite only session though as there seems to be a limit on the number of cops in a free roam session.

if some player called Lester to get their wanted level removed, the cops will cruise around until they despawn. If this wasn't the case for you, nice find. I've seen taxis before just cruising around.
