The hunter and the sea sparrow you get the hunter after completing the main storyline or getting 100 packages. the sea sparrow u get after getting 80 or 90 packages i am not sure. Oh, the best place with the hunter is near the airport by the parking lot slightly northwest of the airport. It really bugged out on me there and the criminals kept spawning on that road only.
