VC PC editing ped driver attributes?

So i was wondering, I have PC VC. and I wanted to see MOST but not ALL drivers aggressive, I know about the Aggressive drivers cheat but I'd love to know if it's possible to edit the ped. file so more then half of ped drivers are aggressive but not all of them, so you see often agressive ones and also normal, slow ones. :)
