You only get a wanted level if you blow up the police boats or one exception to the rule is if a police baot is near the expolsion. Close enough to do some damage to the police boat though. The version that rockstar keeps to themselves to test and make changes to before the release. eg: you know that screenshot in the manual of the police car that's white and has coloured stripes on it?
