Natcrash
I bought my computer and it had windows 8 and it ran perfectly fine and I got hella frames on it. After a while I decided to switch over to windows 7 and I had that for a while and it ran perfectly fine also. So the other day I decided to switch back to my windows 8 that I had, it is the same exact disc that I had from when I first bought the computer and now it sort of lags when I am out in the world and not in interiors. I lag alot around where the LSPD is and usually get pretty lagged up in some other places too. I'm not sure what the hell is causing this. I have all of my video card drivers and all that other sh*t installed as well. I am starting to get a little pissed also. I have an alienware m14x r2 and it has a 2gb nvidea graphics card. It also has a 2.4ghz up to 3.2ghz boost processor. Then it has 16gb of ram as well.

Natcrash
Try deleting the gta_sa.set file as a first step I ain't got no gta_sa.set file. Edited July 18, 2014 by Natcrash
lil weasel
If you have played the game and you don't have a gta_sa.set file, that may be your problem. The gta_sa.set file is supposed to contain the 'configuration' for the game. When you switched back to Windows 8 [ugh| that file should have updated to the new system, if it didn't the game is trying to run as if it was still the Windows 7, so if it didn't you need to delete it.. START > User name > Documents > San Andreas User File > (gta_sa.set) (gallery) (saved games), et cetera.

Natcrash
START > user name > DOCUMENTS > San Andreas User Files > Not the program files. I meant to post that screenshot before you posted the thing before. I deleted the gta_sa.set but that didn't do anything it just put my resolution back down to 800x600. When I switch operating systems I don't keep my san andreas installation I totally reinstall it from steam so I don't think it would still have the windows 7 gta_sa.set. lil weasel
The files in the Documents are not affected by un-installation and installation (to keep saved games safe.) I have read of a lot of complaints of the game (and others) not working in Windows 8 after an uninstall when the game is reinstalled. Never, yet, have I seen a reason for it.
