Schools Fibre Optic Conenction (Congestion) - When there's loads of people using the network at once and when the fibre network begins to bottleneck. My Telstra ADSL (Thank Heaven's i'm due to get 100/40Mbit Fibre optic soon!) My ADSL speeds are like this because i'm very far from the local telephone exchange and because i'm using wifi from my bedroom (which is about 70 - 80% signal strength.
