VCN Maverick is located on top of the VCN building by the bridge leading to Leaf Links (I think, I may be wrong). There's an open door that you go in that takes you to the helipad. Apache is in the army base by the airport. Sea sparrow is located behind Vercetti's mansion on Starfish Island. Maverick can be found on the helipad of the Hyman Condo.
