For all we know there could only be one prison in liberty city, also isn't it convenient that the news reporter claims the felons left police headquarters in a convoy being transferred to liberty penitentiary. Never once she said they were transferring from prison to prison. 

 

As for the Columbians you know they could have just not seen Claude you know? I mean they were literally there just to kidnap the old oriental man and were gone in a flash. It's common sense, just a thought.
