As you say, it's a bit like sleeping dogs and the northern San Andreas part has been overused. But other than that I like your idea. Also, your grammars are fine.

About the story, it is sort of, but not really. The base concept will be like Sleeping Dogs (the undercover cop assigned to inflitrate the Triad), but the whole story will be different. The second arc will be different too, obviously. I even consider to make the protagonist be like Colin Sullivan of The Departed (the guy raised by the mob & joined the police to protect the mob from getting captured by the police).

 

As about the location, Nevada-based state was also overused, alright? Also, Northern San Andreas was often using 70's setting. I rarely found the modern setting of Northern San Andreas. And most importantly, San Francisco (San Fierro) had a strong Chinese culture, which makes sense for the first arc (Chinese-American infiltrating the Triad).

- a (lite) website, sort of like Rockstar themselves do it

- a series of videos, illuminating a certain theme

- a 'dev-blog', as a way of presenting content along with the underlying thoughts and motivations
