'Swap Character' screen?

This may seem like a really random and unimportant question. But unless I'm mistaken, the 'swap character' screen has a background graphic that is unlike any other menu/screen. Is there any relevance to this? It has birds flying against a navy blue background.

 

Can anything be read into what may happen in the future with the other locked character slots? Seems unusual for that screen to be branded so differently to all the others. Is it possible that you will have different characters for accessing different maps, eg Liberty City? That would explain why there is no GTA V/Online imaging on the screen, as it is a generic GTA screen for different GTAs.

I have no clue but it looks like wall paper in a new borns room and as far as the locked slots go im sure they are future DLC and if they weren't they wouldn't even exist and there would just be two slots instead.

I'd say, the other slots are for the transferred characters? You can make 2 new chars, and get a old one from PS3/Xbox & maybe you can even transfer one for PC. Like this:
