in the 3ds max plugins you are using, there are some options for 2DFX, TOBJ lightning. I have never used them before but thats what u need to use

use the materials provided by your GTA exporter

upload .wdr's and maybe someone will replace the gta_default material with gta_emissive or gta_emissive_night

As you know tutorials for GTA iv modding dont exist only few, for my buildings i use to take one building from GTA with a filed called ...emissive, you can open IV it and see, then adapt it to your building resizing it and duplicate and place it until you have your all tower lighted

 

Also bro, try to modify texture of burj windows, it look like ugly, take GTA IV one ´s they are better
