Why Stretch not allowed as PV instead of Pegasus Vehicle?

The Stretch is the President Barrack Obama Limousine,why it cannot keep as PV to stored at garage?

It's just how R* has it set as to not use precious garage space - also it's not modifiable so why would you want to store it anyway.

 

However, an armored "presidential" limo is an awesome idea.
