I'd be happy with any sort of dynamic update tbh, why not have the carnival come to town for a weekend? They do have clown npcs...

Actually there's plenty, but I spent all winter escaping the snow in los santos, and if the snow would bother you that much you could ya know.. go outside.. and enjoy the weather?

I remember snow.

 

It was the day I got the game. Pretty slippery, considering my only car was a Prairie (which is FWD). Perfect combination! /sarcasm

 

And what sense does adding snow in Summer make? Look at cold pictures if you're cold. They should be making GTA as hot as possible.

Just do what I do, throw your character down the rapids and waterfalls in the rivers. Never get tired of seeing my character flop about, plus I like how the water looks in this game.
