In Max Payne 3, shooting at an NPC's body armor actually made it feel like that you're hitting it instead of the armor simply being a part of the model. Argo would be useful against Los Santos stupid ass drivers and would been extremely useful on next gen. The traffic in the trailer take up the whole god damn highway. Might as well give us the choice. It would've been pretty cool to see a light vest under Michael's suit jacket. Or Trevor wearing a heavy vest with his camo cargo pants. The only NPC who has real body armour to this moment is the S.W.AT operatives. I did notice that shooting NOOSE officers in the armor causes a spurt of dust. They're the USMC, however they have 1st Calvary division patches, but the game still indentifies them as marines, with an exception being the a mechanic that is called Armymech. Some attention did go into them and Fort Zancudo has it's share of details, in Online it is rather heavily utilised during most missions but when it comes to SP, I agree with you on that. Rather odd oversight. They're identified as Marines yet are clearly Army infantry. I'm pretty sure they were meant to be Marines due to the voice files and the fact that the Cargobob has MARINES written on it, then they changed it because they're Rockstar, they have no rhyme and reason. I mean, it's like GTA IV's driving physics, it just felt more dynamic, it felt like the guns actually had weight. Body armour can be stored as an ambient prop within the model or as an attachable object that would cling to a specific bone in a model.So regardless, there can be a different prop set for individual groups of characters. So no, it wouldn't "take some time". It would take about a day tops to get the system in working order. GTA IV had a body armour system that affected enemies, and so does V.
