uNi
What browser are you using? If you're using adblock, make sure it's not blocking .css files.
AlexSniperBullet
Looks to me like there is an javascript file that isn't properly loading. Make sure your not blocking any <scripts> or <style> elements in your Adblock like uNi said.

AlexSniperBullet
Try these steps Go to your settings and click "Clear browsing data", tick the check box besides "Cached images and files" and Click "Clear browsing data". If this doesn't work, Re-installing your chrome browser is recommended. Edited June 23, 2014 by AlexSniperBullet

The notifications or messages tab won't open. I'm talking about this : Have you tried a difference browser? Even if it's just temporary install FireFox and see if it still happening when you use that browser...When Window 8.1 installed on my PC i had so maybe issues with I.E i eventually got fed up and changed browser and haven't had any issues since. Have you tried posting in the Gen Chat / Technology section? You will probably get a good answer and helpful answer there since that section is crawling with techies who know their way around computers
