I think OP should ask this question a year from now, when GTAV/GTA0 for next gen is closer to being released, since Rockstar does not yet know if character transfer will be possible.

Sure. Rockastar marketing said that GTAV next gen will be out in the fall, and they said that character transfer is possilble, but we have plenty of calibrated evidence that Rockstar is not very good at predicting the future of their game development specifics.

I wouldn't be surprised if people will lose their file during transfer once the PS4 version comes out.
