Can new players can own a free dlc Car?

So I was join a random race last night and the host changed the class to sedans and turn custom vehicles off at the last second ( I really wanted to use my custom Warrener and Asterope). Anyways at the vehicle selection screen there was an option to choose either the Warrener or the Glendale as vehicle as well as the other sedans.

 

Seeing this made me wonder if a new person could choose a dlc car during the tutrial race and win it, then complete the rest of the tutorial without getting it to despawn, get stolen, or get blown up would they be able to drive it into lsc during the Simeon part?

 

I'd try it out myself but I have two characters with fully modded cars and every performance mod unlocked...

Are you sure... I played a sedan race with custom vehicles turned off, last night and both dlc cars were there.

DLC cars all have that high-end factor to them, meaning you cannot drive them into your garage, or into LSC.

 

The game notifies that the vehicle must be bought online.

Seems like the best answer.

 

Ouch... I could imagine playing the game for the first time, getting a Warrener and keeping it in one piece though all the bs and not being able to keep it. That would hurt.
