You'd think this would be well-known with this recent update.. I've had the same thing happen with various other missions. R* really f*cked up matchmaking this patch, as if it wasn't already plundered to begin with.....

Then you're forced to dashboard if the host starts it with that many people in the lobby

This happened to me in Mixed up with coke. I had to dashboard, because the session never started.

It is possible to play this mission under level 75 i called Martin Madrazo for a job and this appeared.

No, you can't host RR unless you're 75, or the actual host left the lobby while you were joining/ joined.

Yes you can, try calling Martin and ask for a job and if you're lucky it will appear
