Why is it sometimes I have to pay for insurance (and get warned about BS) while blowing up other people's PC and sometimes I don't? Well almost never do I have to pay or be warned. But every now and then I have to pay .

Depends on if the missile hits the car directly or misses a little but is close enough to blow up the car.

From what I can tell, if they're in their vehicle when you kill them then you pay nothing. But if they aren't in it (like stood next to it so you kill them and blow up their empty car) then you pay for it. But I'm not 100% sure
