The docks will be open after Cortez' missions have been completed (Ocean Beach) and When you buy the Boatyard in Viceport (2nd Island) there's two fast boats you can use The Precinct - We're upping our standards, so up yours! You get a Heli on the roof of your manson after "Rub Out" or you can buy the Condos to get one, or you can find the heli on the roof of VCN and VCPD downtown...lol, my name is VCPD19.
