Considering that 9th gen hasn't even been announced yet and probably not even in development yet by any company the real question should be:

 

Will current (eighth) gen users be able to play with previous (seventh) gen users?

No but i wish it was possible as there will be a lot more players on ps3/xbox360 version than ps4/xboxone/pc, at least initially.

No, the new consoles have a different map, more cars, more of everything.

Most likely no since they will be on different servers. Plus next gen online won't have a speed cap of 150mph so next gen users would have an unfair advantage in races.
