I don't think we'll have official modding tools, but there will be mods, just like in previous GTA titles.

for few months I want to play GTA V without any mods first, then after that I will search GTA V mod

There will be no such thing as mod support, the structure will be like every other gta, gta ii, vc, sa and iv are extremely similar in terms of structure and modding, v probably will too

there isn't going to be mod support, but there won't be mod 'blocking' or preventing either
