Yep that's what I think. The only real hack issue you might see is people hopping on the PC version, hacking money/cars, then jumping back to the console version.

 

I'm sure modding will be allowed at some point on the PC in single player mode.

I'm sure that'll happen at first, but the save games are stored/validated on their servers, so just like the console versions when they were released, they'll plug the holes and detect fake stuff as they find it. It's all sorted "in the cloud".

He's already taken down one politician and started his own political party. Of course, he was happily giving money to the same politician he took down - so his party won't get my vote no matter how 'internet freedom' their policies are, or how left wing their allies.
