Creator Spawn Point Glitch

I made my first map called Tank Desert Warfare. I placed a ton of spawn points for 16 players and whenever I changed the spawn or team spawn points the creator said I needed to place 16 MORE spawn points despite having tons of them already on there. So I replaced them and some of the old ones would disappear but not all of them. When I test the map with computer players they spawn in the right spots but when I play online with players everyone spawns in the same area of the map. So I deleted all those spawn points and started over and now everyone still spawns in the same side of the map. I have two big groups of tanks on either side of Trevor's Hangar and I want people to spawn by both groups of tanks, but everyone spawns at a single group. Is there a maximum distance you can have with spawn points?
