Not all that rare, they'll always spawn there if you fly/drive around the spot a few times, from around 12pm to 2am

 

And I like the rusty one better since you can't do much with the clean one and removing the truck bed makes it look awesome

I remember the days in gta SA when I would find two cars that I liked and would have to drive both of them back to a safehouse. I would drive a few meters, stop, get out, run to the car behind, drive past the car infront, stop a few meters ahead, get out, run to the car behind, repeat lolol.

no car is rare, get 2 to 4 players in an invite only session and everyone drive the same car and that will be the most common car that spawns anywhere on the map, haha!

They're not rare, but they do suck...can't customize the clean Rebel like the "regular" one and that van is totally useless

I found a red Vacca parked on the side of the road near Richard's Majestic. It didn't look like a player's vehicle and was parked like other NPC cars. When I went back for a picture, it was gone so I'm guessing it wasn't supposed to spawn.
