Pedestrians in missions - where did they all go?

I used to occasionally host Rooftop Rumble or some other mission where you can't get wanted stars so I could go on a rampage without the police turning up and spoiling the fun, especially as you can't blow up your own tank in missions it appears, but since the last patch I've noticed that virtually all the pedestrian NPCs are gone.

 

Where did they all go?
