there are 4 points in the map, 2 of them are up north-ish however, and the 2 south ones don't always spawn either

For some reason I thought this was possible , bad memory just checked the wiki to make sure!

You can find it at the marina and that one place you buy up north. (Forgot it's name)

The Sub will spawn 100% in the merryweather hangar if you fly a helicopter down the middle bay and land at the back.

 

You'll see it drop at the far end of the east bay as soon as your about 2/3's in the hangar

 

great for fast getaways to deep water

You can also find it on the opposite coast by the fishing dock at times.

 

This is also not a guaranteed spawn at any of these points. In fact, I often either don't see it at the port or see a different boat on the coast. In terms of the port, it appears in the Merryweather port, specifically.

Actually the easiest way to evade a five star is Los Santos Customs, or subway tunnels.

well LSC is easy but on 5* most of the time its hard to get out of sight from them anyway
