or drive random vehicles to the docks.

There are two ways of getting it:

 

Way #1-

take any muscle car and drive down to the docks

Set location to last location

Go to story or join new session

Repeat until it spawns

 

Way#2-

Go to start

Host a job

Rockstar verified

No hay bronca

Steal fleeing gang members phoenix(a block away from the alley just youtube it)

After mission go to free roam

Drive to the docks and it will spawn(Just did this yesterday)

 

Alternative way to find it is to just drive around on the bottom right of los santos and the bottom and they are usually around there.

Do the No hay Branca mision from Gerald,

 

Steal the gang boss Phoenix at the end, you cant store it but drive it around the docks and it will spawn another one

As said by others check the docks, To my knowledge the time or day doesn't matter and if you can get one drive another muscle car as you search.

 

Another way of getting it is to drive an old muscle car around Pillbox Hill and Southern LS, round about Franklin's Aunt's house, This method isn't 100% reliable but this is how I got my first one so it's worth a try.

Linger around the docks long enough and you'll get one. The best spawn location I know of for Phoenix.

To get it, I recommend driving a 2 door normal car down by the docks. I was down there driving a manana trying to find a hard top for about 5 hours and I saw maybe 10 different times they were spawning. Just keep finding a new session till you have one.
