Pusher87
the most i believe is the benefactor dubsta. Bumpers, roof, tailgate, sidestep, side air intake, grille, exhausts, spare tyre on the freakin' hood!!! By bumpers i don't mean just bumpers i mean additional lighting, a winch and a bullbar. It is epic and can look like a 100k luxury cruiser or like a hardcore offroad/safari SUV.
AFP Phat Packs
The three cars each character has in Singleplayer. Though I think the Obey Tailgater has the most overall. Franklin's Buffalo and Trevor's Bodhi also have quite a few options.
KiTTYReCkless
Rat loader, Buffalo Mk II, Sabre, Dubsta, Tailgater, Bohdi, Elegy, Penumbra, (Dirty) Rebel, and the Sandking (both v's) have tons of mods available at LSC

Deadly Aviator
If it was realistic the trucks and vans would have by far the most amount of mods: Wheelbase size, Cab size, Chassis Configuration, Body type (Panel/Flatbed/Dropside/Dump/Box/Tow/Pickup/Intermodal/Reefer/Curtainside/Transporter/Sleeper/Coach/Utility/Cattle/Grab/Crane/Tanker/ etc.), Hazard Lights, Marker Lights, Spotlights, Floodlights, Bullbars, Spare Wheels, Winch, Fuel Tanks, Sunvisor, Vertical exhaust, the list goes on... But no, the only option is explosives -.- By number of mods I think the Dubsta wins, although some options are just variants of the same thing. TexasKilldozer
The Peyote has a ton of mods available, hood scoop, air intake, spare tie on the back, "Los Santos" plaque on the back seat, fender mods, but no spoilers. Too bad it's one of the crappiest cars in the game. It does look hella sweet and you can drive around with your hat on, though.

Captain Revenge
I LSC fully modded a Muscle class Vapid Dominator and a Cheval Picador today, the Dominator had and got every single mod available which was quite a few, the Picador did not have as many despite being in the same class. If you beat me in Down the Drain, I will post a thread here stating that you are right and I am wrong. I will also say that the Peyote looks hella sweet. Oops, I already said that.
