[GTA SA]Riot Mode: By how much number of Peds increased by?

I couldn't find the answer to my question anywhere else. By how much is the number of Peds increased when Riot Mode is activated either through script code or cheats in GTA SA? For example: if in the popcycle.dat you have the number of peds to spawn as "20," then does this number double to 40 when you activate Riot Mode? Thanks.
