Teleporting players in gta v online appearing right next to me

Within the space of two days, three players have randomly appeared virtually on top of me. No one else was around, and I was alone on one of the roofs of that mile hgh club skyscraper, when all if a sudden two players who were playing together appeared right next to me in an attempt to assassinate me. They simply spawned from nowhere.

And then earlier today I was alone out in the hillside, just alone in a wide open rural area when suddenly someone spawned just a few feet away and shot me, blew up my landed plane and left the session as I respawned.

 

I know it's possible to teleport to rough locations using the missions in game, but how is it possible to teleport directly to another location with such accuracy? Like the guys who spawned right next to me on top of a skyscraper?
