If pets were allowed in freeroam who would you kill first?

i personally would kill the animal first, then as the owner is suffering/confused over his loss id gun him down right after, so would you gun down the player or the dog first?

that's what pet insurance is for I was going to say if you killed your pet you pay 100$ to get him back but if the player killed your dog they should pay $1000.
