ICEenhancer not working

So when I launch GTA IV with this mod, it says that the mod was made by that guy, you know, then it just blackscreens. Nothing else comes up. I added the editted xlive dll and such, to no avail. any advice? Using version 1.0.4.0

i7 4770k @ 3.5 GHz

PowerColor AMD Radeon 280x
