I posted a thread about the Tailgater location here: http://gtaforums.com/topic/705184-obey-tailgater-finally/ - apparently you can also find an Obey Tailgater parked outside the airport terminal, as I found one parked there the other day. But yes, as smokingndriving mentioned, you can also find one at the Golf Club, or wait for Simeon to send you the location of one for exporting.
