Dune Buggy Paint/Dirt Glitch

So I was considering getting a Dune Buggy for my second garage, since it can now have basic modifications, so I decided to grab one on my secondary character to try it out, doing so however I found a glitch with the paint:

 

Here there is loads of 'dirt' on the top of the Dune buggy which remains there and that same colour regardless of what paint you put on it, as I've always seen the Dune Buggy:

But then I drove around for a bit and came back to my garage, and the dirt on the top has disappeared, revealing the black paint underneath:

However there seems to be no reason for this change, it just randomly switches between the dirt or not, regardless of LSC options or car wash or anything, I wish I could just get rid of the dirt forever, anyone know a way to keep it without the dirt, or even a reason as to why this happens?
